The BEARR Trust Annual Conference 2006

Outcast or Integrated: The Challenge of Homelessness
in Russia and Eurasia

You are cordially invited to the 2006 Annual Conference, which will take
place on 24 November 2006 at The Charity Centre, 24 Stephenson Way, London
NW1 2DP (close to Euston Station).

The overarching theme of the Conference will be homelessness, which is a
major problem throughout our region (and beyond, of course). The aim is
to looka t policy and practice in this area and at the experience of NGOs
and their in-country partners, addressing questions such as

– what works and what doesn’t
– how best to interact with local authorities
– how to disseminate good practice more widely
– how to influence policy

Our concern is that there are many useful initiatives out there, but that
good experiences are not sufficiently disseminated or replicated to have a
broader effect.

The conference is part of a wider effort by The BEARR Trust to stimulate
discussion of these issues, through our website and otherwise. The next
BEARR Small Grants Scheme, funded by a grant from the Moscow office of the
law firm Baker Botts, will be for projects to help young people who are
homeless or in institutions to take a normal place in society.

The conference will also look at the situation of NGOs in Russia under the
new law, following on from the FCO Seminar in October.

The conference programme is attached, together with a booking form. Forms
and cheques may be sent to the BEARR office in the usual way, but it would
be appreciated if people would pay through the website (ww.bearr.org,
under BEARR events) if they can.

Those wishing to participate in the conference (and indeed all recipients
of this invitation) are urged to register on the BEARR website, and to put
the details of their organisation, if they have one, on the organisations
data-base. (This is all free of charge.) They will then be in a position,
among other things, to contribute to discussions on the Noticeboard and to
use the other interactive facilities.

BEARR’s annual conference is always an enjoyable and stimulating occasion,
and we look forward to welcoming you among the participants.
